How do people even make this? Like, imagine that you have the goal of making a puzzle which does this, and you just have to make cutouts. How do you even start??

Technically one solution is 4 solutions because you can use the exact same configuration and rotate it 90 degrees to get 4 then slip it and rotate it to get an additional 4

the puzzle is symetric, so you can get 8 solutions out of your configurations by just rotating in a clockwise or counterclockwise way and/or rotating it like a mirror
